I've heard from some talking heads that this nonsense has always occurred but we never heard about it.

I don't believe that. I think all these mass killings follow a pattern of "Loser in Life" mentality where some whackjob thinks he's going to teach everyone a lesson. Every time we report on these jerks and make excuses for their behavior, we embolden the next round of losers.

What we should be doing is openly mocking the losers when this happens. We should be making it clear that nothing but shame comes to those who commit these atrocities; You don't get to thwart the game by taking your ball home, but rather you end up hanging from the basketball net in the eternal wedgie.
